I was wondering, do you have to upload something to those file hosting sites you can you just provide a torrent to the file?

I am not sure, but you download stuff from torrent you firstly need their software and i think that software can scan your system and share it with other users.

Yes, you need to download a torrent program which is usually available free online. My favorites are Azureus and Bit Torrents.
